Yes. Assuming your facts are correct, the residents of that county are not poor BECAUSE they're White. Their Whiteness has not been a burden they've had to overcome IN ADDITION to their poverty. They are not stopped by police for "driving while White." They are not subject to disporportionate levels of police violence, etc. Privilege = unearned advantages or benefits conferred solely on the basis of skin color. Despite being poor they still benefit from White privilege.
